Steinberg follows the formation of German-born militant networks in German cities and their radicalization and recruitment. He describes how these groups join up with al-Qaeda-affiliated organizations in Afghanistan and Pakistan, such as the Islamic Jihad Union, the Islamic Movement of Uzbekistan, and the Taliban, and he plots the path that directly involves them in terrorist activities. Situating these developments within a wider global context, Steinberg interprets the expanding German scene as part of a greater internationalization of jihadist ideology and strategy, swelling the movement’s membership since 9/11. Sound analysis with a great background

Although this book is entitled "German Jihad," is goes far beyond that in examining the jihadist scene in Germany that developed through a combination of radicalized foreign-born Muslims and native German converts. The author tells the story of how Germans jihadists became a threat to Germany that developed from a desire to fight against what they perceived to be the enemies of Islam.
In particular, the author traces how German volunteers for the fight in Chechnya were diverted to other terrorist groups and later sent back to Germany to conduct terrorist operations there as part of the "internationalization" of these terrorist groups. In particular, the book deals a lot with the IMU (Islamic Movement of Uzbekistan), including how the German volunteers and the group helped each other out.
The book also addresses the collaboration and infighting amongst terrorist groups - al-Qaeda and its franchises, nationalist groups like the IMU, and the Taliban, as well as the complicated relationships in Pakistan. The author is not afraid to admit what is not known but still takes a position on unproven relationships based on the most plausible explanation. Along the way, he traces how the groups developed over time.
Of particular value is the chapter dealing with the German operations in Afghanistan. Using sources that could only be obtained by someone close to the German government, it paints a very detailed picture of the inner German debate about the German participation in the NATO International Security Assistance Force (ISAF). Using material obtained from interview of Germans involved in the operation, it also details how the Germans miscalculated on both the operational and tactical levels.
This book is a very valuable addition to counterterrorist literature.
